Whether FDR allowed Pearl Harbor to happen is a thorny question. What's clear is that FDR wanted the US in World War II and was looking for a casus belli.
Is it really "a thorny question", or is it Logically certain 'classified' Truth, and all who know are bound by NDA, and/or the conditions of their active security clearance to keep their mouths shut?

It is thorny, and I mean that in more ways than one. Writing/talking about this stuff is difficult because many (especially people who've never looked closely at the history or primary sources) will dismiss you as a nut. It's the same reason the intellectual class can't talk about the JFK assassination.
My dad was a submariner during WWII. He had a conversation with radioman who was in the navy before the start of the war. The front-line servicemen had decoded the message between Tokyo and DC. They knew the attack was coming. That is why they could not understand how they were 'surprised' by the attack.
Back then radio signals had to be forwarded by antennas. Curvature of the earth made a straight-line signal was not possible, no satellites.

I've heard other stories like this ... too many of them to dismiss as fanciful tales.
