It wasn’t benign. It was deliberate. A deliberate obfuscation. Part of the “mystique” of the agency. Doesn’t matter whether they did, or didn’t do it. Either way, the “agency” wanted people to believe there was a possibility.
“Benign cover-up”? When is it ever benign to lie? Suppression of evidence is a lie by omission of fact. Similar to what the corporate press and our government(s) did that resulted (and still goes on) in so much death and destruction, lies by omission are absolutely MALIGN.

A cover-up is, by definition, deliberate. But you are correct: it was not benign.
