Terrific post; I was a food industry lobbyist in NJ when environmental legislators cut a devil's bargain with the grocery industry by imposing a 10-cent fee for plastic bags and splitting the revenue. Ostensibly, it was to reduce plastic waste, but they also imposed a fee for paper bags. As you stated, it didn't work. Ultimately, it was really about the money.
